Noob question - Offspec Artifacts Thread Tools

I do understand that there is a catchup mechanic and such for off-spec Artifacts, but how and when exactly do you get them? Looked up but couldn't find any details...
Do you go through the same artifact quest chain that you would normally do for your main artifacts? At what leve
I think it was, to start one of the other quests for your artifact weapon. So yeah, you go through a quest, each one is different though
